Details: Putin and Erdoğan discussed bilateral relations and diplomatic efforts to end Russia's war against Ukraine, particularly in the context of the latest US "peace plan", according to a Kremlin communiqué on the leaders' call dated Sunday 23 November 2025.
The Kremlin said Putin noted that the proposals, in the version Moscow had seen, build on discussions at a Russia-US meeting in Alaska and could, in principle, form the basis of a final settlement.
The communiqué added that Erdoğan said he is willing to facilitate the negotiating process and offered Istanbul as a venue.
Background:
- On 21 November, when the media first published the full 28-point plan, Putin claimed that Trump's "peace plan" had been discussed in broad terms even before the August summit in Alaska and that it had "since been updated".
- On 24 November, the Kremlin asserted that Russia has not received any official information from the United States regarding the outcome of the Ukraine-related talks in Geneva and has not seen "any plan" from Europe.
- Last week, Erdoğan hosted Ukrainian President Volodymyr Zelenskyy in Türkiye.
