Background:
- On 20 December, Ukrainian President Volodymyr Zelenskyy said that the United States has proposed that "peace talks" be held with representatives of Ukraine and Russia, and possibly European countries.
- On the evening of 19 December, Rustem Umierov, Secretary of Ukraine's National Security and Defence Council, announced that a meeting between the Ukrainian negotiating delegation and US and European partners had concluded.
- Dmitriev said that talks with the US on Russia's war against Ukraine have been "constructive" and will continue on Saturday and Sunday.
