Defence Ministry outlines Ukraine’s three wartime goals: protect skies, stop Russia and cut off its resources

Ukraine's Ministry of Defence has said that the country's wartime strategy is based on three key objectives: strengthening air defence, halting Russian forces across all fronts and depriving Russia of the economic resources needed to continue the war.

Quote from Fedorov: "Every day, every Ukrainian thinks about one thing: when the war will end. We want peace more than anyone else in the world. The president, the negotiating team and diplomats work every day to bring it closer. But Russia continues to fight because it believes it can break us by force and resources. Therefore, the president has set a clear task for the Ministry of Defence team: alongside diplomacy, strengthen our defence in such a way as to force the enemy into peace."

Details: The ministry said the war plan includes three specific goals.

The first objective is to strengthen air defence to protect civilians and critical infrastructure. Ukraine aims to detect all aerial threats in real time and intercept most missiles and drones. To achieve this, a layered air defence system is being developed and the use of interceptor systems is being expanded.

The second objective is to halt Russian forces on land, at sea and in cyberspace.

Quote: "The enemy pays for every kilometre of Ukrainian land. In Donetsk Oblast – 156 soldiers per sq km. Our benchmark is more than 200 killed occupiers per square kilometre. This is the level of losses at which further advance becomes impossible.

The goal is to stop the enemy in every domain – on land, at sea and in cyberspace. We know how to achieve this."

Details: The Ministry of Defence stressed that Ukraine is reforming its command system, military training and procurement, and is using new technologies to improve defence effectiveness.

The third objective is to deprive Russia of the economic capacity to sustain the war.

The ministry noted that a key source of funding for Russian aggression is oil export revenues, particularly through the so-called shadow fleet. Ukraine plans to tighten sanctions, coordinate actions with partners and develop a strategy to counter this mechanism.

The ministry also said that achieving these objectives requires expanding international partnerships, gaining technological superiority over the Russians and using data analysis systems to support military decision-making.

"Peace in Ukraine will come when the sky is protected, the Russian army loses its offensive potential, and Russia's economy can no longer bear the burden. We are working every day to make this happen – so that every day of the war becomes a threat to Russia's very existence," Fedorov concluded.
