Details: The EU expects to disburse the first funds from the €90 billion loan at the end of May or, at the latest, in early June 2026.

Dombrovskis said there are currently no delays in the technical preparation of the loan and no factors likely to cause any, adding that the first disbursement could be planned for late May to early June.

He also noted that negotiations are ongoing on the text of a Memorandum of Understanding with Ukraine and that a list of reforms Kyiv must implement to receive the funds is being prepared.

According to the commissioner, Ukraine has sufficient financial resources to wait until the EU funding arrives in June.

He said the good news is that the EU and Kyiv's other international partners have managed to mobilise funding for Ukraine, adding that its authorities have confirmed they could wait until the EU financing arrives.
