Drones strike oil refineries in Russia's Orsk and Perm over 1,500 km from Ukraine – photos

Drones have attacked industrial sites in the cities of Orsk in Orenburg Oblast and Perm in Perm Krai, located more than 1,500 km from the Ukrainian border. A fire at the Orsk Oil Refinery has broken out, while the Lukoil Perm Refinery may also have been targeted.

Details: Vorobyov reported the "threat of a drone attack" in the city and urged residents "not to go outside and stay away from windows".

Rosaviatsiya introduced temporary restrictions on aircraft arrivals and departures at Orsk airport and several other airports across the country.

According to Astra, drones struck the Orsk Oil Refinery, one of Russia's largest oil-processing facilities.

The Orsk Oil Refinery is part of the ForteInvest holding company, owned by the Safmar group linked to businessman Mikhail Gutseriev, and processes around six million tonnes of oil per year. The plant produces petrol, diesel, fuel oil, bitumen, kerosene and other petroleum products.

Astra noted that the refinery plays an important role in supplying fuel to the Ural Federal District and the Volga region, with part of its output also exported. The facility was previously targeted in October and November 2025.

Perm Krai Governor Dmitry Makhonin also confirmed that his region had been attacked.

"An enemy drone has hit an industrial site in the Perm municipal district today. Employees were evacuated. No casualties were recorded. A fire has broken out at the facility. Emergency and operational services are working at the scene," he said.

Astra, citing local residents, reported that many ambulances and fire appliances had arrived near the village of Bashkultayevo, around 15 km from Perm.

Along the route between Perm and Bashkultayevo lies the Lukoil Perm Refinery, one of Russia's largest and most advanced oil refineries.

The Russian Defence Ministry claimed that air defence systems had intercepted or destroyed 98 Ukrainian drones over Astrakhan, Belgorod, Volgograd, Voronezh, Kursk, Rostov and Saratov oblasts as well as temporarily occupied Crimea.
