Prime Minister Yuliia Svyrydenko has announced that it will become easier for foreign nationals who are fighting or intending to join Ukraine's defence forces to obtain temporary residence in Ukraine, as the government is establishing documentation procedures specifically for them.

Details: In addition, Svyrydenko said those intending to sign a contract can now submit documents that have expired in cases where a new passport can only be obtained in Russia or a state that does not recognise Ukraine's territorial integrity.

"The government has also addressed situations where a foreign national cannot renew their passport because they would need to apply to the aggressor state or a country that does not recognise Ukraine's territorial integrity. In such cases, documents can be submitted even with an expired passport," she said.

Confirmation of place of residence is also being simplified separately for some foreign nationals serving in the armed forces. "The decision is intended to eliminate unnecessary bureaucracy and create clearer and more normal conditions for people who are defending our state to stay in Ukraine," Svyrydenko noted.

Background: In February 2026, President Volodymyr Zelenskyy signed Law No. 4730-IX, which regulates the legal status and medical provision for foreign citizens and stateless persons serving in the Armed Forces of Ukraine.
