Ukraine simplifies residence permit application process for foreign military volunteers

Ukraine's Prime Minister Yuliia Svyrydenko has announced that it will become easier for foreigners fighting or planning to join Ukrainian defence forces to obtain temporary residence in Ukraine, with the government establishing documentation procedures for them.

Quote: "A temporary residence permit will therefore be issued for the full duration of the contract and for a further six months after its completion."
Details: Prime minister wrote that the situation has also been addressed for those planning to sign a contract – it is now possible to submit documents with an expired validity period in cases where a new passport can only be obtained in the aggressor state or a state that does not recognise Ukraine's territorial integrity.
"The government has also addressed situations where a foreigner cannot renew their passport because they would need to contact the aggressor state or a country that does not recognise Ukraine's territorial integrity. In such cases, documents can be submitted even with an expired passport," the head of the government stated.
Confirmation of place of residence is also being simplified separately for some foreigners serving in the armed forces. "The decision is intended to remove unnecessary bureaucracy and create clearer and more normal conditions of stay in Ukraine for people who are defending our state," Svyrydenko noted.
Background: In February 2026, President Volodymyr Zelenskyy signed Law No. 4730-IX, which regulates the legal status and medical provision for foreigners and stateless persons serving in the Armed Forces of Ukraine.
