Ukraine agrees transport visa-free regime with another European country

Ukraine and Bosnia and Herzegovina have agreed to liberalise freight transport, with bilateral and transit haulage between the countries to be carried out without permits from 1 January 2027.

Details: The Ministry for Development of Communities and Territories of Ukraine secured the agreements during the first meeting of the Joint Commission on International Road Transport in Sàrajevo.
Ahead of the launch of the transport visa-free regime, the countries also agreed to increase the quota of freight transport permits until the end of 2026.
Oleksii Kuleba, Deputy Prime Minister for Restoration and Minister for Development of Communities and Territories of Ukraine, said: "The agreement on a transport visa-free regime with Bosnia and Herzegovina is another step towards simplifying international logistics, supporting exports and integrating Ukraine into the European transport area."
He said the increase in the permit quota this year will allow businesses to operate in a more stable and predictable way.
The liberalisation of transport services will reduce the administrative burden on hauliers.
Bosnia and Herzegovina will become the 36th country with which Ukraine has liberalised freight transport arrangements.
Background:
- Earlier, the Ministry for Development of Communities and Territories of Ukraine and Norway's Ministry of Transport agreed to extend the liberalisation of freight transport until March 2027.
- Changes to tariff schedules in mutual trade between Ukraine and the European Union came into force on 29 October 2025, opening a new stage in economic cooperation between the countries.
