Ukraine's foreign minister travels to Chișinău where special tribunal on Russian aggression is to be launched

Foreign Minister of Ukraine Andrii Sybiha is travelling to Moldova on 14 May for bilateral meetings and to participate in the Committee of Ministers of the Council of Europe session – where the special tribunal on Russian aggression is to be officially launched.

Details: During the visit, Sybiha will participate in the Committee of Ministers of the Council of Europe session. It is expected that over 30 states will approve the Enlarged Partial Agreement on the Steering Committee of the Special Tribunal on the Crime of Aggression against Ukraine. This agreement will give the tribunal a legal start to its operations.

Other Committee decisions in support of Ukraine are also expected.

A series of talks with counterparts from Council of Europe member states, its leadership, and heads of a number of international organisations will also take place on the sidelines of the session.

The bilateral component of the visit will include talks between Andrii Sybiha and his Moldovan counterpart Mihai Popșoi and a regional trip. In particular, Sybiha will visit for the first time the city of Bălți in northern Moldova, where Ukrainians make up approximately 30% of the region's population.

Background:

  • On 14 May, it became known that Switzerland will join the agreement creating the foundation for the work of the Special Tribunal on the Crime of Aggression by Russia; a similar notification had previously been received by the Council of Europe from the EU.
  • Ukraine expects that the Special Tribunal's remit will cover not only the actions of Russia's top officials but also those states that provided Moscow with direct support in the war against Ukraine.
