Details: Hipper said Russia's threats to foreign nationals and diplomats, accompanied by calls for them to leave Kyiv, constitute an unacceptable escalation of the war.
Quote: "The European External Action Service summoned the Chargé d'Affaires, calling on Russia to stop hitting civilians and to engage in genuine peace talks starting with a full and unconditional ceasefire."
Details: Hipper also stressed that the EU Delegation will be staying in Kyiv despite the Russian threats.
