Ten Russians identified over drone "safari" attacks on civilians in Kherson Oblast – video

The Security Service of Ukraine's counterintelligence unit has gathered evidence against ten Russian servicemen accused of deliberately using attack drones against civilians in Kherson. Prosecutors have served notices of suspicion on them in absentia for violating the laws and customs of war.

Ten servicemen from the 404th Motor Rifle Regiment of the Russian Armed Forces' Dnepr grouping have been identified as being involved in short-range drone attacks against civilians and civilian infrastructure on the right bank of Kherson Oblast."

Throughout 2025, they regularly carried out attacks from the temporarily occupied left bank of Kherson Oblast. They used various types of drones, ranging from conventional UAVs equipped with munition-release mechanisms to fibre-optic FPV kamikaze drones. The drones were armed with high-explosive fragmentation warheads and specialised munitions designed to maximise casualties among people.
Using onboard video cameras, the operators were able to see their victims in real time. According to the investigation, there were no military targets – instead, they deliberately attacked civilians, civilian vehicles and residential buildings.
The group also specifically targeted first responders and medical personnel. Particularly cynical were the secondary strikes against State Emergency Service teams responding to earlier attacks. Similar strikes were carried out against Kherson City Hospital and ambulances.
People suffered severe burns, blast injuries, fractures and shrapnel wounds, with some attacks proving fatal.
According to the prosecutor general, Russian terror extends beyond the attacks themselves. Videos of the killings are reportedly used in propaganda materials, portraying them as a form of military "training" on Ukrainian civilians before applying those skills on the battlefield.
Since the start of the full-scale invasion, more than 300 civilians, including three children, have been killed in Russian drone attacks in Kherson Oblast. Nearly 3,000 civilians, including 47 children, have been injured.
Under the procedural guidance of Kherson Oblast Prosecutor's Office, all ten identified Russian servicemen have been notified in absentia that they are suspected of violating the laws and customs of war.
Russia's campaign of drone terror against Ukraine's civilian population continues to this day.
