"Our €90 billion loan package covers two-thirds of Ukraine's financing needs for this year and for the next year. The first disbursements will come still this month, and for the remaining third we need Ukraine's partners to step up. This will be a topic at this summit," the European Commission president said.

Von der Leyen also announced that the EU is "anchoring Ukraine in Europe" by opening the first negotiating cluster in the country's accession talks.

"Today we open the first cluster of the EU accession negotiations. This is a huge step forward. Ukraine has made remarkable reform progress. They have delivered, so now we have to deliver too," she said.

Background:

  • On 15 June, the European Union is set to open the first negotiating cluster in Ukraine's accession talks.
  • European Enlargement Commissioner Marta Kos expects the remaining five negotiating clusters to be opened in July as part of Ukraine's accession process.
  • The convening of the intergovernmental conference at which the first negotiating cluster will be opened became possible after Ukraine met the final requirement set by Hungary.
