Reuters: European Commission prepares mechanism to release remaining €45bn of loan funds to Ukraine in 2027

Details: The EU has agreed on a €90 billion loan programme for Ukraine through to the end of 2027. Half of this amount is expected to be provided in 2026.
However, European Commission President Ursula von der Leyen said the new proposal will give Ukraine the financial predictability it needs and help maintain the operation of essential public services.
The European Commission also gave a positive assessment of Ukraine's financing strategy.
Of the funds earmarked for next year:
- €13.3 billion will go towards supporting the state budget
- €31.7 billion has been allocated to financing Ukraine's defence industry.
Background: The European Commission has proposed disbursing €8.04 billion to Ukraine under the Ukraine Facility programme, €264.6 million less than Kyiv requested, because it has not fully met requirements concerning supervisory boards at state-owned businesses and preparations to liberalise the energy market.
