EU plans to give Ukraine next €100bn, but on stricter conditions

The European Commission plans to insist on Ukraine meeting its reform requirements in the next funding period.

Details: Jarosz-Friis noted that the current Ukraine support programme, including the Ukraine Plan, expires at the end of 2027, meaning that from 2028 the EU must adopt a new budget plan – and that doesn't just concern funding for Ukraine. "The EU is now entering a very heated period of discussions on its next multiannual budget," she noted.

Jarosz-Friis stressed that the European Commission supports allocating significant funding for Ukraine and has already put forward a proposal for the next budget that includes this allocation.

"We have proposed a significant support package for Ukraine – around €100 billion for the next budget period (2028-2034) – and this money will be conditional on meeting reform requirements," she said.

The official stressed that the link between reforms and funding is a matter of principle. "We have a clear desire from member states to monitor this closely," she added.

"EU funds will be more and more tied to reforms and to rule of law issues… So expect very, very strict conditions," Jarosz-Friis stressed.
