Ukrainian government approves mechanism for exporting domestically produced weapons

The Cabinet of Ministers (Ukrainian government) has approved a special mechanism for the controlled export of Ukrainian-manufactured weapons and defence technologies. The mechanism will remain in place for as long as martial law is in effect.

Details: Svyrydenko said the minimum contract value for finished products has been set at UAH 15 million (US$334,400), while no restrictions have been introduced for individual components. The export mechanism will remain in effect for the duration of martial law.
Quote from Svyrydenko: "The mechanism introduces transparent rules for exports to partner countries under the Drone Deal format. The needs of the defence forces remain an unconditional priority. If a manufacturer confirms it can fulfil both a state contract and an export contract, it will be able to export."
More details: Svyrydenko clarified that authorisation for an export deal may be refused if the Ministry of Defence or another state customer "plans to procure these goods for Ukraine's defence needs or if the goods are included in the List of Critical Goods". The List of Critical Goods and Technologies will be updated monthly by the Ministry of Defence, while the Ministry of Foreign Affairs will update the list of countries to which exports are permitted.
Svyrydenko said technologies developed by Ukrainian arms manufacturers will be transferred without relinquishing intellectual property rights, with controls over their use and re-export.
Mykhailo Fedorov said the application review procedure will be transparent and take up to 30 days. Re-exporting or transferring military technologies to third parties will be possible only with Ukraine's written consent.
Quote from Fedorov: "Exports will be permitted only if supplies for the Ukrainian military are guaranteed. If the state needs a particular type of weaponry, permission may not be granted. A manufacturer will be allowed to export its products if it can guarantee that both the state contract and the export order will be fulfilled simultaneously."
Background: Earlier, in April 2026, Ukrainian President Volodymyr Zelenskyy said Ukraine agreed on the details of exporting domestically produced weapons to partner countries. The state defined the security framework and procedural format, with the process then moving towards implementation at the level of institutions and manufacturers.
