Council of EU revises Ukraine reform plan to unlock €8.3bn in 2026

On 30 July, the Council of the European Union approved amendments to the Ukraine Facility and the accompanying Ukraine Plan, which sets out the reforms Ukraine must implement to receive funding.

Details: The Ukraine Plan outlines the reforms Ukraine is required to carry out in order to access funding under the Ukraine Facility.

The amendments provide for an additional €8.3 billion in funding for 2026, to be disbursed through the Ukraine Support Loan, which the European Parliament and the Council agreed to in February this year.

The revised Ukraine Plan also introduces additional reform commitments, particularly in the areas of the rule of law and anti-corruption.

For reference: The Ukraine Facility entered into force on 1 March 2024 and provides more than €50 billion in stable funding through grants and loans to support Ukraine's recovery, reconstruction and modernisation between 2024 and 2027.

Background:

• EU ambassadors gave their political approval to the updated Ukraine Plan last week. The Ukrainian government approved the amendments agreed with the European Commission on 11 June.
• Under the revised plan, the EU is introducing stricter reform conditions that Ukraine must meet in order to receive macro-financial assistance instalments.
