Background:

• Trump first said he intends to declare the Strait of Hormuz US territory on 14 August during a rally in New Jersey. Later, however, a White House official told the Wall Street Journal that Trump was joking.
• Iran responded by saying the Strait of Hormuz could not be seized by tweet, aircraft carrier, executive order or campaign speech.
• On 18 August, Trump said no talks with Iran are currently under way or planned.
