EU foreign policy chief promises to continue discussion on using frozen Russian assets for Ukraine

The possible use of frozen Russian assets to support Ukraine has been discussed at an informal meeting of EU foreign ministers in Wicklow, Ireland, on 2 September. Talks on the issue will continue.

Details: Kallas said discussions on using frozen Russian assets to support Ukraine will continue.

"Some ministers also raised again the use of immobilised Russian assets. The discussion will continue," she noted.

Kallas stressed that "Russia must pay for destruction it has caused".

Background:

• European Pravda, citing its own sources, reported the Belgian government has not completely ruled out transferring frozen Russian assets to support Ukraine, but Brussels has not withdrawn the reservations it expressed in December 2025.
• Sweden, the Netherlands, Spain and Poland sent a letter calling on the European Commission to resume the work on a mechanism for using frozen Russian sovereign assets to finance Ukraine.
• Meanwhile, reports emerged that members of the Belgian government strongly opposed using frozen Russian assets to support Ukraine, saying the idea was not up for discussion.
• During a visit to Kyiv on 18 August, Belgian Foreign Minister Maxime Prévot said Belgium needed guarantees that it would not be left to bear the costs alone if Russia successfully challenged such a decision in court.
