Russia sanctions bill co-authored by late Senator Graham advances in House Committee

A Senate-approved bill aimed at tightening sanctions against Russia, co-authored by the late Lindsey Graham, has passed a vote in a House Committee.

Details: On 14 September, the House Rules Committee approved a bipartisan bill co-authored by Graham and Senator Richard Blumenthal that will increase sanctions pressure on Russia, including the imposition of punitive tariffs on goods from countries that buy Russian uranium and petroleum products.

This move paves the way for the bill to be brought to a full House vote later this week. Speaker Mike Johnson said on Monday 14 September that he could arrange for it to be considered under an expedited procedure, which will require a two-thirds majority for passage.

Vladyslav Vlasiuk, Ukrainian President Volodymyr Zelenskyy's Commissioner for Sanctions Policy, said that the next procedural steps should take place within the next two days.

"The bill on hellish sanctions has passed the first procedural vote in the committee. Next stop: a procedural vote on the House floor (Tuesday lunchtime), followed by a substantive vote (Wednesday lunchtime). There is still no clarity on the Democrats' amendments. It looks like everything is moving, the train has left the station and the unamended version of the bill is now moving forward," he commented on social media.
