EU ministers to approve €3bn for Ukraine over reforms on 24 September
EU ministers will approve the allocation of €3 billion to Ukraine under the Ukraine Facility mechanism on 24 September at a meeting of the EU Competitiveness Council.

Details: The allocation amounts to around €3 billion.
To receive the funds, Ukraine has, among other things, completed a step it had committed to implement back in the second quarter of 2025. This concerns legislation on reviewing judges' integrity declarations and the process for verifying them coming into force.
Ukraine has also implemented three reforms scheduled for the fourth quarter of 2025, which will together bring €368 million to the Ukrainian budget:
- appointment of a new electricity market operator
- entry into force of legislation supporting the development of efficient and more sustainable district heating
- entry into force of the law on the safety and interoperability of Ukraine's rail transport.
Three more steps approved by the EU concern Ukraine's commitments under the current eighth tranche and are worth €2.292 billion:
- publication of an assessment of the resilience of the banking system
- entry into force of legislation on access to information about external engineering works
- publication of a report on the implementation of state support through the public Agricultural Registry.
Background:
- On 24 August, Ukraine requested payment of parts of the fifth, seventh and eighth tranches under the Ukraine Facility support mechanism, totalling €3 billion.
- On 30 July, the Council of the EU approved an updated reform plan under the Ukraine Facility mechanism, allowing Ukraine to receive €8.3 billion in 2026 to cover budget needs.
- On 31 August, President Volodymyr Zelenskyy appointed another judge to the High Anti-Corruption Court in a necessary step towards unlocking EU funding under the Ukraine Facility.
