The talks will focus on "a new, unified proposal that is focused on all aspects of the conflict to try to end the war", the senior administration official said on the evening of 8 October.

Ukrainian President Volodymyr Zelenskyy previously said the Ukrainian delegation would travel to the US for two days of talks. He acknowledged that negotiations could transition into a new phase.

"We see on the part of the United States of America, an intensification of talks and meetings," he told journalists, without mentioning any new proposals. "I myself have spoken with the American side three times in recent days, and I hope for a good result from our negotiators' meeting."

US diplomatic efforts to end the war intensified last month when Witkoff and Kushner visited Moscow and subsequently visited Kyiv for the first time. No significant breakthroughs were reported following those visits.

Background:

  • On 8 October, Zelenskyy said Kyiv's European partners will join the Ukrainian negotiating team visiting the US.
  • Axios reported that Witkoff and Kushner discussed the latest efforts to secure peace in Ukraine with Trump ahead of a meeting with Ukrainian negotiators and European representatives. They met the US president to present the latest US proposal and get his feedback before the talks in Miami.
  • One proposal involves a partial ceasefire that would halt attacks on energy infrastructure facilities and grain shipments. Although Ukraine has said it is ready to take this step, Russia has shown little willingness to do so.
  • Axios also reported that Witkoff and Kushner may visit Moscow in late October with new proposals.
