Participants expected at the Oslo talks include Zelenskyy, Norwegian Prime Minister Jonas Gahr Støre and representatives of the E4 countries (UK, France, Germany and Poland), as well as EU and NATO officials and Finnish President Alexander Stubb. Jared Kushner will participate in the talks remotely. Reuters had previously reported that President Trump's son-in-law fell ill, and according to Axios, he has the flu.

An unnamed US official noted that following Oslo, Trump's special envoy Steve Witkoff plans to visit Russia, where he hopes to meet with Russian leader Vladimir Putin to present ideas developed in close cooperation with Ukraine and European partners.

The planned meetings in Oslo build upon discussions held at Witkoff's club near Miami, where Ukraine pledged to review and advance a series of proposals aimed at creating a pathway toward a comprehensive and lasting peace agreement, the US official added.

"President Trump has directed an intensive process to develop a comprehensive peace proposal with Ukraine and Europe, and the next step is to test whether that work can form the basis for serious negotiations with Russia," the US official stated.

The US representative noted that over the past week, officials from the US, Ukraine and Europe worked jointly on drafting these proposals.

"Steve and Jared also spoke with President Zelensky on Sunday [18 October] to review progress and discuss next steps," the US official said.

Efforts are also expected during the trip to secure the release of Stephen Hubbard, a retired American teacher whom the US asserts is being unlawfully detained in Russia.

Background: Norwegian public broadcaster NRK previously reported that Steve Witkoff has already arrived in Norway.
