Details: Information has been entered into the Unified Register of Pre-Trial Investigations under Article 365.2, Article 345.3 and Article 348 of the Criminal Code of Ukraine – abuse of authority or official powers by a law enforcement officer, threats or violence against a law enforcement officer and attempt on the life of a law enforcement officer.

In connection with the use of firearms, two participants in the events have been served with notices of suspicion:

• an SSU officer under Article 365.2 of the Criminal Code of Ukraine
• a DIU serviceman under Article 348 of the Criminal Code of Ukraine

"SBI officers are establishing all circumstances, including those preceding the event that occurred on 1-2 September in one of the residential areas of Kyiv. The pre-trial investigation is ongoing. Procedural supervision is being exercised by the Office of the Prosecutor General," the Bureau stated.

The prosecutor general in turn reported that a series of forensic examinations has been ordered as part of the investigation. These are intended to provide clear answers regarding all circumstances of the use of weapons, the origin of gunshot traces and other material evidence recovered at the scene.

Separately, regarding the disappearance of the DIU Russian Volunteer Corps serviceman, Kravchenko noted that a separate pre-trial investigation was opened on 1 September.

"We are establishing the full picture of what happened: the individuals involved in his disappearance, the motives behind their actions, the route of movement and other circumstances. Appropriate procedural decisions will be taken after that," the prosecutor general states.

"Over the past day, the public has already heard different versions of what happened. They differ substantially from one another. Our task is to establish the facts, examine the actions and statements of all participants and provide a proper legal assessment. The investigation is ongoing," Kravchenko said.

Background:

• On 1 September, the Russian Volunteer Corps said that its deputy commander for combat operations, Stepan Kaplunov, had been abducted by unknown individuals in the courtyard of a residential building.
• On the morning of 2 September, reports spread on social media about a shootout said to be between Defence Intelligence of Ukraine and the Security Service of Ukraine in Kyiv's Dniprovskyi district, and that it was somehow connected to Kaplunov's disappearance.
• Meanwhile, the SSU said in the morning that, together with DIU, it had foiled a terrorist attack against a leader of a Russian opposition political national movement who had arrived in Ukraine.
• Later, Kaplunov's lawyer, Taras Borovskyi, said that the serviceman had been released, but his whereabouts were unknown.
• On the morning of 3 September, the SSU released a video in which Kaplunov admitted to having links to Russia's Federal Security Service and said an attempt had been made to recruit him to assassinate Ukrainian military personnel and other individuals. However, his lawyer insists that the confession was made under duress.
• On 3 September, Kaplunov himself also stated that he had been abducted by the SSU officers and described his time in a "secret prison", where he was threatened with "disappearing forever".
• Kaplunov also said that the SSU had attempted, with his help, to discredit Dmytro Ivanov, deputy commander of the Timur Special Unit, and Kyrylo Budanov, Head of the President's Office.

Details: Several Ukrnafta production facilities came under attack overnight: numerous strikes were recorded and fires broke out.

Employees were in shelters during the attack. There were no casualties.

"Damaged equipment has been shut down. Specialised personnel are assessing the consequences of the attack," the statement reads.

Background:

• It was previously reported that part of the main and auxiliary equipment at the Odesa Combined Heat and Power Plant belonging to the Naftogaz group was damaged as a result of Russian strikes.
• Russian forces once again attacked the Kherson Combined Heat and Power Plant with guided aerial bombs, completely destroying and disabling all the heat- and power-generating equipment that remained at the facility.

Details: Tsikhanouskaya said self-proclaimed Belarusian president Alexander Lukashenko remains willing to provide territory and infrastructure for potential Russian offensive or intimidation operations against the alliance.

Tsikhanouskaya, who is currently in Warsaw, said she had received information about the construction of new military infrastructure in Belarus near the border with Ukraine, as well as along the country's borders with European Union member states.

"We must be very cautious – we see that the infrastructure for Oreshnik missiles is deployed in Belarus; they are threatening and blackmailing with nuclear weapons," Tsikhanouskaya noted.

She added that Russia and Belarus are already carrying out hybrid attacks against NATO countries, targeting Lithuania, Poland and Latvia in particular.

Her comments came amid growing concern in the Baltic region about potential Russian military activity and hybrid threats, including cyberattacks, disinformation and the use of drones.

Details: The teenagers are now safe and will begin studying at Ukrainian institutions.

Two sisters from a large family, Natalia and Katia, are now settling into life in Ukrainian-controlled territory. Their older brothers had left the occupied territory earlier. The sisters and their mother later decided to leave the temporarily occupied territory as well. The sisters obtained documentation to return to Ukraine and successfully crossed the border. The family is now reunited.

Mariia had been living in the part of Luhansk Oblast occupied by Russia since 2014. At the time, she was only in her first year of school, so in the years that followed, she was forced to study under the Russian curriculum. She has now left and plans to finish Year 11 in Ukraine.

Kyrylo, 18, had also lived under occupation since 2014. His family supported his wish to live in Ukraine, so before turning 18 he enrolled remotely at a Ukrainian university. Just a week after his 18th birthday, he was able to leave the temporarily occupied territory.

The city where 17-year-old Mariia lived was occupied by Russia in 2022. There, the occupiers closed Ukrainian schools, but despite the risks, the girl secretly continued studying online under the Ukrainian curriculum. She managed to complete her full secondary education and enrol in college under a quota.

Mariia and her parents were pressured into obtaining Russian IDs, but the family refused. The pressure intensified when Russian soldiers came to their home to "get acquainted".

After careful preparation, however, Mariia and her grandmother left the temporarily occupied territory. She is now in Chernivtsi and will begin her first year of college this September.

Details: The military reported that Russia's Ministry of Defence and the Sever military grouping claimed to have captured Vasylivka, Dovzhanka, Blahodatne and Slyzneve and to have "closed the Vovchansk pocket".

The corps attributes the spread of such claims to Russian propaganda's attempts to create the appearance of front-line successes ahead of elections to Russia's State Duma.

Quote: "At the same time, over the past six months, no positions have been lost in the 16th Army Corps' defence zone. Ukraine's defence forces have not only stopped Russian attempts to advance but have also restored positions in the area of the settlements of Milove and Odradne."

Details: The corps say the Russian military is attempting to penetrate deep into the defensive positions of Ukrainian units using small infantry groups. The military states that such groups are detected and engaged with fire.

Over the past week, according to the 16th Army Corps, Russian forces lost 154 soldiers killed and 124 wounded on this front. One multiple launch rocket system, four artillery pieces, 17 pieces of specialised equipment and 43 motor vehicles were also destroyed.

Quote: "The claim about the 'Vovchansk pocket' will take a special place in the history of Russian lies alongside 'control over Kupiansk' and 'the liberation of Sviatohirsk'."

Background:

• On 1 September, Putin boasted that Russian forces had allegedly captured a further 14 Ukrainian settlements, including Kozacha Lopan and Sviatohirsk. His claims were repeated by Russia's Ministry of Defence.
• However, on the DeepState map, those settlements are not marked as under Russian occupation.
• Ukrainian forces debunked claims by Russian leader Vladimir Putin and Russia's Ministry of Defence about the alleged capture of the settlement of Kozacha Lopan in Kharkiv Oblast.

Update: The administration later reported that, as of 17:10, four people were known to have been injured. They are receiving the necessary medical assistance. Klitschko added that three of them were taken to hospital, including a child.

The mayor said in the Holosiivskyi district, drone debris reportedly fell on the territory of a residential complex, as well as near a roadway.

In the Sviatoshynskyi district, drone debris fell in the garden of a house and damaged a vehicle.

Update: At 17:51 Klitschko wrote that the number of people injured in the attack has risen to 6, and four of them were taken to hospital.

Details: A 12-year-old child was among those injured. Videos posted by Telegram channels also show that a man was injured.

An air-raid warning was in effect in Kyiv from 15:42 due to the threat of drones.

Details: No staff members were injured. The extent of the damage and losses of medical supplies are being assessed.

The WHO Representative Office in Ukraine explained that the consequences of the attack cannot yet be assessed because access to the warehouse containing humanitarian medical supplies is restricted for safety reasons due to heavy smoke. Only limited quantities of medicines had been stored at the warehouse as a precaution.

The organisation said that alternative storage facilities had already been found.

Quote: "WHO continues to work to ensure the timely delivery of essential medical assistance to people across Ukraine."

Background:

• On the night of 2-3 September, Russian forces damaged one of the country's largest pharmaceutical warehouses, the Biocon logistics complex in the Boryspil district.
• In early August, a Russian attack destroyed a WHO humanitarian warehouse in Dnipro, where medical supplies intended for healthcare facilities in the combat zone were stored. The team managed to evacuate fewer than half of the pallets containing medical supplies before the attack began.

Details: "There is a second method (of combating Ukrainian armed forces attacks – ed.). To carry out retaliatory strikes so that they won't feel like harming us. That's all," Putin said.

He also attempted to convince the audience that Russian air defence had allegedly repelled all drone attacks on oil refineries the night before last. According to Putin, drones had attempted to attack three oil refineries at the time.

He also claimed that only 10% of repair work on oil refineries remains to be completed.

It should be noted that Ukraine attacks Russian military factories that manufacture weapons used to strike Ukraine, Russian airfields from which Russian fighter jets take off, and oil refineries that supply fuel to the Russian military.

Why this matters: Russia invaded Ukraine and occupied the Ukrainian peninsula of Crimea and parts of Donbas as early as 2014.

In 2022, Russia launched its full-scale invasion of Ukraine, attacking peaceful cities and towns across the country with missiles and bombs during the night.

Notably, in the early days of the full-scale invasion, Russian propagandists actively circulated claims that "Russia would take Kyiv in three days", while Russian soldiers advancing on the capital carried parade uniforms with them, intending to march down Khreshchatyk, the main street of Kyiv, after those supposed "three days".

However, as of late summer 2026, Russian forces have still failed even to reach the administrative borders of Donetsk and Luhansk oblasts.

Russian forces attack residential buildings, schools, warehouses and shopping centres in Ukraine daily with drones and missiles, killing civilians.

Throughout this period, the Russian authorities have invented various justifications for starting the war, claiming, among other things, that NATO intended to attack Russia and alleging the existence of "biolaboratories" in Ukraine. Their claims have even extended to absurd stories about "combat mosquitoes" and a "dirty bomb".

In August 2026, Putin's adviser invented yet another reason for starting the war – claiming that Ukraine had allegedly been planning an invasion of Russia on 8 March 2022, so Moscow decided to pre-empt it by attacking first.

Russian authorities also try by all means to downplay the damage that the war they launched against Ukraine is inflicting on Russia itself and its citizens. On 19 August, Putin acknowledged that Ukrainian strikes on industrial and logistics facilities are causing damage to the Russian economy but attempted to assert that there are allegedly "no critical consequences and there will be none".

At the end of June, following a series of attacks on Russian oil refineries and fuel problems in many regions of Russia, Putin insisted that the damage from Ukrainian strikes was allegedly "not critical". At the same time, he declared the need to increase the production of air defence systems to protect these facilities and improve the work of structures responsible for downing drones.

Wildberries and other marketplaces have previously been reported to be requesting hundreds of billions of rubles in government aid.

The Kasta-2E2 (39N6) is a Russian-made mobile three-coordinate radar station designed to detect and track aerial assets at low and extremely low altitudes. The station can detect aircraft, helicopters, cruise missiles and drones and transmit data to Russian air defence command posts.

Quote: "Its detection range is 5-150 km, with an altitude range of up to 6 km. The detection range for a small-sized UAV flying at an altitude of 60 m is 30-44 km, depending on the height of the antenna mast, which can be raised to 50 m.

The estimated cost of the station, depending on its configuration, is at least US$60 million."

Details: The zone will extend from ground level to flight level FL95, or an altitude of around 3 km. This is an important distinction, as passenger aircraft operate at significantly higher altitudes.

The Armed Forces Operational Command said that the zone would therefore not apply to passenger aircraft flying at higher altitudes.

The command explained that the restrictions were intended to ensure more effective operation of Poland's military air defence system in the east of the country.

It added that the measures were intended to give all elements of Poland's air defence system adequate freedom of action and the ability to respond effectively to potential threats, while minimising their impact on civilian aviation and other airspace users.

The Polish military also published a map showing the area covered by the restrictions.

The strictest restrictions will apply at night, from sunset to sunrise. During these hours, all flights within the EP R134 zone will be prohibited.

Exceptions will apply to military aircraft, as well as take-offs and landings at Depułtycze Królewskie airport (EPCD) near Chełm, provided that these operations have been agreed in advance. During nighttime hours, the airspace within the zone will have unclassified status.

Background:

• Polish investigators confirmed that a Russian Kh-101 cruise missile, manufactured in the second quarter of 2026 at a plant in Moscow Oblast, crashed in Lublin Voivodeship on 30 July.
• A poll showed that nearly 38% of Poles were dissatisfied with how the Polish authorities responded to the incident.

Details: Dosye Shpiona reported that Major General Nikolai Varpakhovich, commander of the 22nd Heavy Bomber Aviation Division of the Russian Aerospace Forces, was shot at around 07:00 and is in a critical condition.

Astra said the village of Probuzhdeniye in Saratov Oblast is listed as one of Varpakhovich's addresses.

The attacker is still at large. The regional Investigative Committee has opened a criminal case in connection with an attempt on the life of a serviceman.

Meanwhile, on 31 August, the Security Service of Ukraine announced that two Russian military officials had been served with notices of suspicion in absentia for their involvement in missile strikes on Reuters journalists in Donetsk Oblast and the Okhmatdyt children's hospital in Kyiv. One of them was Varpakhovich.

The investigation established that it was Varpakhovich who gave the combat order to carry out the missile strike on the Okhmatdyt National Children's Specialised Hospital on 8 July 2024. Long-range aviation units under his command carried out a targeted strike on the hospital with a Kh-101 air-to-surface cruise missile launched from a Russian Tu-95MS strategic bomber.

Background:

• At the time of the attack on Okhmatdyt, more than 600 patients were in the hospital. Two people were killed, including a doctor, and dozens were injured.
• The missile completely destroyed the toxicology building and damaged four other buildings where surgical procedures were performed and seriously ill children were treated.
• On 27 August, a car belonging to a Russian serviceman listed in the Myrotvorets database exploded in St Petersburg. His unit has been accused of attacks on Ukrainian civilians.

The Ukrainian Navy explained that the Nefrit, as part of Russia's maritime and energy infrastructure, supported oil and gas operations, serviced offshore facilities, transported cargo and personnel, and carried out subsea engineering work.

The vessel's activities had directly supported Russia's war economy and helped finance its aggression against Ukraine.
