	<span>The total volume of accounts receivable has changed little and stands at US$1.6 trillion, but this stability is misleading. Companies' accounts payable reached US$650.9 billion, while the share of overdue obligations increased from 6.9% to 8.2%.</span>

	<span>Payment chains are breaking across the economy, the intelligence service noted.</span>

	<span>A key mechanism of self-destruction is the state's interest rate policy. Average business loan rates in 2025 remained at 18-25% annually, while profitability in most sectors stood at 8-12%.</span>

	<span>At the same time, short-term deposits yielded 14-16%. The calculation is simple: paying contractors is unprofitable, while keeping funds on deposit is profitable. Companies are increasingly choosing the latter option, shifting the burden onto partners in the supply chain.</span>
</p>
<p>
	<span>The combined financial result of Russian companies in 2025 fell to US$352.1 billion – down 4% in nominal terms and nearly 13% after adjusting for inflation.</span>
</p>
<p>
	<span>"</span><span>Businesses have become poorer, but their obligations to banks have not decreased,</span><span>" the FISU said.</span>
</p>
<p>
	<span>Small and medium-sized businesses proved the most vulnerable. Thirty-one percent of companies ended the year with significant unpaid receivables from counterparties, primarily state bodies.</span>
</p>
<p>
	<span>In 19% of companies, invoices remained unpaid for more than six months. The state, which is already draining resources through mobilisation and defence spending, is also failing to pay suppliers.</span>
</p>
<p>
	<span>If at the beginning of 2025 problems with settlements between counterparties were named as a key obstacle by 27% of companies, by December this share had risen to 42.3%. The business environment is deteriorating faster than the Kremlin can produce optimistic reports.</span>
</p>
<p>
	<span>Analysts believe non-payments in Russia's corporate sector will increasingly take on a systemic character.</span>

	<span>Hungary's next prime minister, Péter Magyar, is expected to take office on 9 May and, according to EU diplomats, may immediately unblock the loan for Ukraine.</span>

	<span>For this to happen, Hungary must sign the relevant amendments to the EU's long-term budget for 2021-2027, which can be done even at the ambassadorial level without waiting for a summit of EU ministers or leaders.</span>
</p>
<p>
	<span>Moreover, some sources still hope that the current Hungarian Prime Minister Viktor Orbán could lift the veto on the €90 billion package himself if Ukraine repairs the Druzhba oil pipeline and resumes the transit of Russian oil to Hungary (and Slovakia) by 9 May 2026.</span>
</p>
<p>
	<span>EU ministers in Luxembourg will also discuss increasing pressure on Russia, which they believe still shows no willingness to end its war of aggression against Ukraine.</span>
</p>
<p>
	<span>To step up pressure on Moscow, the EU aims to approve its 20th sanctions package against Russia as soon as possible. However, it is currently being blocked not only by Hungary but also by Slovakia, which links its approval</span> <a href="https://www.pravda.com.ua/eng/news/2026/04/16/8030437/"><span>to the restoration of the Druzhba pipeline</span></a><span>.</span>

<p>
	<span>As one diplomat told European Pravda, the outcomes of next week's meetings – the EU Foreign Affairs Council in Luxembourg and an informal summit of EU leaders in Nicosia, Cyprus – will clarify the current positions of Hungary and Slovakia on both the 20th sanctions package and the €90 billion for Ukraine.</span>

	<span>It is reported that since the start of the full-scale invasion,</span> <strong>Russia has used more than 4,100 air-launched cruise missiles and aeroballistic missiles</strong><span>.</span>
</p>
<p>
	<span>These units carried out strikes on the Okhmatdyt children's hospital on 8 July 2024, a high-rise building in Ternopil on 19 November 2025, the Amstor shopping centre in Kremenchuk on 27 June 2022, as well as energy and transport infrastructure facilities across various oblasts of Ukraine.</span>
</p>
<p>
	<span>Sanctions have also been imposed on commanders of the Russian Navy who launched strikes on Ukraine from surface ships and submarines equipped with Kalibr cruise missiles.</span>
</p>
<p>
	<strong>In total, Russia has used more than 1,500 missiles of this type in 160 attacks on Ukrainian cities and hromadas.</strong> <span>[A hromada is an administrative unit designating a village, several villages, or a town, and their adjacent territories – ed.]</span>
</p>
<p>
	<span>Commanders on this list were involved in strikes on Kyiv's thermal power plants, as well as energy infrastructure facilities in Lviv, Ivano-Frankivsk, Volyn, Mykolaiv and Odesa oblasts. Among them is a commander of the 30th Surface Ship Division, who ensured the combat readiness of the Admiral Makarov and Admiral Essen frigates.</span>
</p>
<p>
	<span>Additionally, sanctions were imposed on commanders of missile and artillery units of the ground forces,</span> <strong>which carried out strikes using ground-launched cruise missiles and Iskander-M ballistic missiles. In total, Russia has attacked Ukraine more than 1,100 times using these systems.</strong>
</p>
<p>
	<span>Commanders of these units organised and coordinated strikes on central Sumy on 13 April 2025, where a Russian missile killed 25 people; on central Chernihiv on 17 April 2024, where 18 people were killed; and on the village of Hroza in Kharkiv Oblast, where 59 people were killed.</span>
</p>
<p>
	<span>"This is one of the first cases where our special services have managed to clearly identify more than 100 specific individuals who directly give orders and carry out missile launches against Ukraine. They are ordinary terrorists who should be sanctioned in all jurisdictions," said Vladyslav Vlasiuk, Presidential Commissioner for Sanctions Policy.</span>

	<span>The sanctions package concerning religious figures includes nine individuals who have publicly called for the killing of Ukrainians, openly support Russia's aggression against Ukraine, use religion for propaganda and justify the invasion. These are representatives of the Russian Orthodox Church and affiliated structures.</span>

	<strong>Details:</strong> <span>Skoretskyi explained that electronic warfare can neutralise aerial threats before they reach their targets by disrupting control channels, jamming navigation and interfering with video transmission. As a result, Russian drones lose control before reaching their intended targets or miss them by a significant margin.</span>

	<span>"Currently, more than 50% of enemy aerial assets get jammed by Ukrainian electronic warfare," Skoretskyi said.</span>

	<span>He also addressed the effectiveness of electronic warfare against cruise missiles.</span>
</p><p>
	<span>"Many missiles, like drones, rely on navigation fields to guide them to targets. Electronic warfare affects their GPS navigation, causing them to miss by around 100-200 metres or more," he said.</span>
</p><p>
	<span>He added that "we create conditions in which a target may be damaged but not destroyed."</span>
</p><p>
	<span>Meanwhile, missiles use additional guidance systems beyond GPS navigation, including optical, radar and inertial systems.</span>
</p><p>
	<span>"However, due to their high speed, Russian missiles do not have time to properly adjust their course. In effect, we jam the main guidance system and force the missile to switch to a less effective method of locating the target – and miss," Skoretskyi added.</span>

	<span>The team said it has already begun to deploy the Hornet Vision Ctrl system.</span>
</p><p>
	<span>"This is what previously</span> <span>enabled</span> <span>Roman Hulk from the Bulava unit to destroy two Shahed drones from 500 km away," Dyki Shershni noted.</span>
</p><p>
	<span>The company added that it continues to test new capabilities of the system.</span>
</p><p>
	<span>Hornet Vision Ctrl, which enables interceptor drones to be controlled over distances of hundreds of kilometres, was unveiled in late March as part of the Hornet Vision ecosystem.</span>
</p><p>
	<span>In January, developers presented the digital Hornet Vision system for Sting interceptor drones. It supports both analogue and digital UAVs, can detect aerial targets at distances of up to 2 km, and features independent communication channels that can be switched during flight.</span>
</p><p>
	<span>Dyki Shershni develops and mass-produces FPV drones, aerial interceptors, reconnaissance wings and loitering munitions, ground control stations, remote mining systems, bombing systems and aerial logistics solutions.</span>
