Kaliningrad Oblast Governor arrived freely in occupied Kherson with "official visit"

Anton Alihanov, the Head of Kaliningrad Oblast in Russia, arrived in occupied Kherson with "an official visit".

Details: Russians report that Alihanov participated in the launch of Tavriya TV-channel in Kherson. He also allegedly signed some "treaties" with "a couple of municipalities and Kherson".

Background:

•       On 13 July, the European Commission published additional instructions for the EU member-states concerning the transit of goods from Russia where some sanctioned goods were allowed to be transported to Kaliningrad Oblast by railway.
•       Earlier the Lithuanian railway reestablished the transit of goods to Kaliningrad Oblast, belonging to the EU sanctions list.
•       After the transition period of the fifth package of the EU sanctions against Russia ended, it was forbidden to transport cement, alcohol, wood, glass, aluminium, paper products, gypsum and other goods of Russian origin. Earlier Lithuania limited the transit of steel and ferrous metals to Kaliningrad Oblast in accordance with the EU sanctions.
