On the night of 22 September, Russians tried to burn down the city administration building of Tolyatti, Samara Oblast.

Background:

  • On 21 September, Russian President Vladimir Putin announced the partial mobilisation of Russian citizens. He said it was necessary in order "to defend Russia". 
  • In the morning of the same day, the Russians planned to go out in the evening for a protest against partial mobilisation.
  • As of 21:45, on 21 September, at least 1,176 people were detained at anti-mobilisation protests in different cities in Russia, according to the human rights media project OVD-Info.
