Quote: "The illegal ‘evacuation’ of Ukrainian citizens from the right bank of the Dnipro river in Kherson Oblast is ongoing. In order to motivate people to evacuate, the occupiers offer them a so-called ‘housing certificate’, which will supposedly allow them to buy housing in Russia."

Details: The "evacuation" involves locals being forcibly evicted from their apartments and houses. Russian soldiers wearing civilian clothes are moving into the empty properties, according to Ukrainian military intelligence.

Children from orphanages have been deported to occupied Crimea and taken to the base of a psychiatric hospital in the city of Simferopol. The inmates of the Kherson correctional facility have also been transported to Crimea.

Details: Within the last couple of weeks, collaborators and members of the occupying administration have been moving to guesthouses located in the Arabat Spit in Crimea. The Russians are forcing the owners of recreation centres to house the "settlers". Russian soldiers are also looking for vacant properties to move into.

Russian troops are now making extensive use of the road through the Arabat Spit between Crimea and Kherson Oblast. Before 24 February, the road was not in use as it had been dug up and contained ditches.

After the armed aggression started, engineering units of the Russian military repaired the gravel road and transport link, which shortened the route from occupied Crimea to Kherson Oblast, and onward to Donetsk Oblast, by approximately 120 km.

Background: On 1 November the General Staff of the Armed Forces of Ukraine reported that the occupying administration of Kherson Oblast had moved south from the city of Kherson to the city of Skadovsk, and that the occupiers were continuing the forced evacuation of the population.
