Ukraine submits data to ICC on casualties from Russian strikes on energy infrastructure

Prosecutor General Ruslan Kravchenko has said Ukraine has submitted materials to the International Criminal Court (ICC) regarding Russian attacks on energy infrastructure facilities between July 2025 and February 2026.

Details: According to Kravchenko, the document was prepared by the Office of the Prosecutor General together with the Main Investigation Department of the Security Service of Ukraine and an interagency working group of military experts, in accordance with Article 15 of the Rome Statute of the ICC.
Quote: "During this heating season, strikes orchestrated by Russia's senior military and political leadership targeted all types of energy facilities in most regions of Ukraine. The attacks were carried out in the form of prolonged, large-scale combined strikes using surface-to-surface, air-to-surface and maritime surface-to-surface weapons. Their intensity exceeds the combined scale of previous periods of large-scale attacks from October 2022 to March 2023 and from March 2024 to March 2025."
Details: The prosecutor general said Ukraine's entire energy system has been affected, from generation to transmission and distribution. The strikes damaged thermal power plants, hydroelectric plants, combined heat and power facilities, and distribution networks. He added that the overall impact of the strikes, together with adverse weather, made this campaign more systematic and destructive than earlier ones.
According to Kravchenko, the Russian missile attacks on energy facilities during this period killed 11 people and injured 68.
The data provided to the ICC Prosecutor's Office outlines the sequence of attacks, their impact, the Russian military units that may have been involved, and the political and military leaders who may have ordered them. The submission aims to support possible additional charges against officials already under investigation by the ICC Prosecutor's Office as well as to help identify other individuals involved.
Kravchenko added that the collection and systematisation of evidence is ongoing and that further materials may be provided at the request of the ICC Prosecutor's Office in accordance with Ukraine's Criminal Procedure Code and the Rome Statute.
