The first review of the International Monetary Fund (IMF) programme for Ukraine is scheduled for June, and if the review is successful, the country may receive US$686 million from the IMF.

Details: The funds relate to the Extended Fund Facility programme for 2026-2029 with a total volume of US$8.1 billion.

Details: Ukraine's total budget deficit for 2026-2029 amounts to about US$136.5 billion.

"In 2026 alone, Ukraine requires around US$52 billion in international assistance to maintain macroeconomic stability and restore critical infrastructure," the Finance Ministry said.

Finance Minister Serhii Marchenko also held a meeting with Antonella Bassani, World Bank Vice President for Europe and Central Asia. They identified budget sustainability as the main priority of cooperation for 2026, with particular attention to be paid to implementing reforms within the Development Policy Operation (DPO).

Background:

  • On 14 April, President Volodymyr Zelenskyy signed a law extending the military levy for three years after the end of the war. The adoption of this law was one of the IMF's conditions for continuing financing.
  • On 8 April, the Verkhovna Rada (Ukrainian parliament) supported at first reading draft law No. 15111-d on taxation of digital platforms. Its adoption was also one of the IMF's conditions for continuing financing.
