Zelenskyy imposes sanctions on Russian commanders responsible for missile strikes on Ukraine
Ukrainian President Volodymyr Zelenskyy imposed sanctions on 23 May against Russian service members responsible for missile strikes on Ukraine and against Russia's naval logistics.

Details: The first sanctions package includes 127 Russian service members involved in missile strikes on Ukraine, including attacks on critical infrastructure and civilian facilities.
In particular, they struck the Okhmatdyt children's hospital in Kyiv on 8 July 2024 and an apartment block in Ternopil on 19 November 2025, killing 38 people, including eight children. The list also includes those who carried out strikes using FAB-1500 and FAB-3000 bombs on Mariupol in March 2022.
Sanctions were also imposed on commanders of missile and artillery units of the Russian Armed Forces' Ground Forces. They carried out more than 1,100 attacks using Iskander-K ground-launched cruise missiles and Iskander-M ballistic missiles.
As a result, critical and civilian infrastructure was attacked across Ukraine. The strikes included an attack on a café in the village of Hroza in Kharkiv Oblast on 5 October 2023, where 59 people were killed, an attack on central Sumy that left 35 people dead, including two teenagers, and a strike on the centre of Chernihiv on 17 April 2024, where 18 people were killed and 78 others injured by three missiles.
The second package comprises 29 civilian merchant vessels involved in transporting cargo for Russia's military needs. They are used to regularly transport large quantities of weapons, ammunition, military equipment and personnel for the Russian Defence Ministry.
Most of the vessels are already under sanctions imposed by the United States, the European Union and the United Kingdom. Ukraine will work with its partners to synchronise sanctions against the others.
