Julie Davis, Chargé d'Affaires of the United States in Ukraine, has commented on the aftermath of Russia's large-scale attack on Kyiv on the night of 23-24 May, stating that strikes against civilians and civilian infrastructure are unacceptable.

- Belarusian opposition leader in exile Sviatlana Tsikhanouskaya began a visit to Kyiv on 25 May by visiting the grave of a Belarusian volunteer who had been killed in action in Ukraine's east. She also visited the Lukianivka district, which was damaged by Russian strikes on the night of 22-23 May.
