EU's chief diplomat hopes for swift approval of 21st Russia sanctions package already on the table

Kaja Kallas, the EU's top diplomat, has said in comments to the media ahead of the EU leaders' summit that she hopes EU countries will be able to move quickly on approving the 21st package of sanctions against Russia.

Background:

  • At the beginning of June, European Commission President Ursula von der Leyen presented the EU's 21st package of sanctions against Russia.
  • The package proposes including a ban on EU entry for former Russian combatants who fought in the war against Ukraine.
  • Bulgaria has not supported the package because of plans to include Russian Orthodox Patriarch Kirill on the sanctions list.
  • There have been unofficial reports that EU leaders will likely agree to extend sectoral sanctions against Russia for a full year rather than the standard six-month term used up to now, since no member state is blocking this any longer.
