Details: Rubio said Ratcliffe's visit to Moscow had been an attempt to establish and further develop communication channels with Russia.
"His visit there was largely routine, in that sense of just establishing and continuing to build these intel-to-intel communication channels. Those things can prove useful in a time of crisis or conflict," he stated.
Background: It was reported on 25 August that Ratcliffe had made a covert visit to Moscow for talks with the Russian leadership. US President Donald Trump said he believed that "something may come out of it".
