Ukraine's foreign minister on lifting of sanctions on two Russian oligarchs: Moscow is celebrating because it got what it wanted
Ukrainian Foreign Minister Andrii Sybiha has called the EU's decision to remove Russian oligarchs Alisher Usmanov and Mikhail Fridman from its sanctions list "shameful and unjustifiable".

Background:
- It was reported earlier that the Committee of Permanent Representatives of the EU (Coreper) reached a preliminary agreement on 22 September to extend sanctions against Russia for 36 months while removing Russian oligarchs Alisher Usmanov and Mikhail Fridman from the list.
- Latvia announced that it would impose national sanctions on Alisher Usmanov and Mikhail Fridman after making concessions and lifting its veto on their removal from the EU sanctions list.
- Slovakia had pushed for both Russian oligarchs to be delisted, while France had sought the lifting of sanctions on Alisher Usmanov.
- Earlier, European Pravda sources in French diplomatic circles explained why Paris wanted the sanctions on Usmanov lifted.
