Russian occupation authorities seek staff for administration of Ukrainian-held Lyman

Four vacancies for the so-called administration of Lyman in Donetsk Oblast have appeared on a Russian occupation authorities' job-search website, even though the city remains under Ukrainian control.

Details: Vilne Radio journalists found that the employer listed in the advertisements is the so-called Administration of the Krasnyi Lyman Municipal District of the DPR. However, prospective employees are being offered working in temporarily occupied Yenakiieve as their duty station. [DPR is Donetsk People's Republic, a self-proclaimed non-recognised quasi-state formation backed by Russia in Ukraine's Donetsk Oblast – ed.]

The occupation authorities are seeking a head of the department responsible for mobilisation, classified information and military registration; a senior specialist in the department for domestic policy and media relations; a chief specialist in the general department; and a chief specialist in the anti-corruption unit.

In late September, the occupation authorities claimed that Russian forces were "completing the mop-up" of Lyman from Ukrainian troops. However, according to the DeepState map, Lyman remains under Ukrainian control as of October.

Moscow considers Donetsk, Luhansk, Zaporizhzhia and Kherson oblasts to be part of Russia, meaning that under Russian law, administrations for cities in these regions can exist even if Russia does not occupy them.

Ukraine also maintains administrations for territories occupied by Russia. However, there is a fundamental distinction: Ukraine retains the legitimate governing bodies of its communities within the country's internationally recognised territory.

Background: In late September, President Volodymyr Zelenskyy thanked Ukrainian defenders and reported positive developments on the Lyman front in Donetsk Oblast.
