AP: Trump's administration gives conflicting accounts of restrictions on Ukraine's Starshield access

Recent attempts to restrict Ukraine's access to satellite systems have triggered a blame game among officials in US President Donald Trump's administration and their allies, who have offered conflicting explanations for the sudden restrictions on Kyiv's ability to intercept Russian attacks.

Details: Restrictions imposed on Starshield, the military version of SpaceX's Starlink satellite internet service and a key part of Ukraine's drone operations and communications, alarmed Ukrainian military and government officials last week. Commanders reported lost drones and interrupted missions. After several days of uncertainty, Trump said on Thursday 22 October that the service was operating again at full speed.
However, AP quoted a senior European official familiar with the situation on the ground in Ukraine as saying that nothing had changed in Starshield's operation and that the speed limit remained at around 160 km/h.
Ukraine has received no clear official explanation of who ordered the restrictions or why, according to the official, who was not authorised to comment publicly and spoke on condition of anonymity.
The incident and the subsequent lack of accountability have sparked outrage among Ukraine's allies and supporters of a tougher policy towards Russia on Capitol Hill. Democratic Senator Richard Blumenthal announced a new investigation into how the speed of Ukraine's defence systems had been restricted.
Questions have persisted since last week about who ordered the disruption of the satellite internet network created by Elon Musk, which Ukraine has relied on for years to counter attacks by Moscow.
As recently as Thursday, Trump insisted that he had not issued such an order. Vice-President JD Vance hinted at coordination between the White House and Musk, while Secretary of State Marco Rubio and Defense Secretary Pete Hegseth denied any involvement by the administration.
Background:
- On 16 October, Trump said that the White House had nothing to do with the restrictions on Ukraine's access to Starlink.
- According to The Telegraph, SpaceX CEO Elon Musk approached Trump with the idea of slowing down Starlink and Starshield operations in Ukraine.
- On 17 October, President Volodymyr Zelenskyy said a test conducted by Ukraine in EU countries had confirmed that the restrictions on its use of Starlink were imposed as part of a planned operation.
- Rubio said Trump's administration "had nothing to do with" the restriction of Starlink's operation in Ukraine.
- On 18 October, Zelenskyy told NBC that the signal to restrict Starlink and Starshield access for Ukraine had come from the US government.
- Hegseth said the US was not involved in restricting Starshield's operation in Ukraine and had issued no such orders.
