The Mayor of Kharkiv, Ihor Terekhov has said that he has received a message from the Russian occupiers urging him to hand over Kharkiv.

According to Terekhov: "I received the same message as the Regional State Administration government. I am not responding to this."
Details: Terekhov added that Kharkiv’s utilities are working, the city has water and heating where possible, i.e. where the buildings are not entirely destroyed and can still be repaired.
Background: On 7 March Roman Semenukha, Deputy Head of the Kharkiv Regional State Administration, reported that the Russian occupiers had urged him to begin negotiating the transfer of power in the region.
