In Mariupol, Russian shelling killed Valerii Kirsanov, who in 2015 was responsible for directing the aim of Russian GRAD fire on the city. In 2019, Kirsanov was released from prison under the Savchenko Law (according to this law – which was later abolished – the court could credit one day of pre-trial detention toward two days of imprisonment).

On 24 January 2015, the Skhidnii residential complex of Mariupol came under fire. As a result of the shelling, 29 people were killed and 92 were injured. According to the Security Service of Ukraine, the attack was carried out by military personnel of the Russian Federation.

Kirsanov was detained on 24 January 2015. Kirsanov, who aimed the artillery shelling of Mariupol, confirmed that the shelling was carried out by the Russian artillery battery.

On 18 June 2018, the Primorsky District Court of Mariupol found Valerii Kirsanov guilty of directing the aiming which shelled the Skhidnii residential complex of Mariupol and sentenced him to 9 years in prison.

In 2019, Kirsanov, who had been sentenced to 9 years in prison, was released due to the so-called Savchenko Law.
