Moscow Mayor visits Russian-occupied Luhansk to build friendship ties

Sergey Sobyanin, Mayor of Moscow, has arrived in the Russian-occupied city of Luhansk in order to sign a treaty on "collaboration" with the Luhansk-based Russian-backed terrorists.

Details: Interfax reports that Sobyanin held a meeting with Leonid Pasechnik, the so-called "mayor" of Luhansk and the leader of the Russian-backed, self-declared Luhansk People’s Republic (LPR).

Sobyanin and Pasechnik signed a "declaration" establishing "brotherly" ties between Moscow and Luhansk.

The mayor of Moscow has also met with Sergey Kozlov, the "prime minister" of the LPR; the two have signed an "agreement" on "trade, economic, science, technological, and cultural collaboration."

Quote from Sobyanin: "Nearly 1,500 representatives of different Moscow-based municipal institutions are currently here in Luhansk. There are around 500 pieces of equipment. We are beginning to assemble an asphalt and concrete plant, and to deliver equipment and materials, so actual work has already begun."

Details: Pasechnik said that without the help of the Russian Federation the militants’ circumstances "would be very difficult, if not impossible."

Quote from Sobyanin: "The city of Moscow will offer humanitarian aid to restore the social and engineering infrastructure of the two cities of Donetsk and Luhansk…We have outlined joint plans to rebuild Luhansk, to recreate a normal peaceful life there.

We are talking about restoring the schools, polyclinics, housing, engineering infrastructure, gas, water, and electricity lines, and the municipal streets and roads."

Details: Sobyanin also inspected several municipal facilities in Luhansk; specialists from Moscow are already involved in their restoration, according to Sobyanin.

They said that building materials and equipment to restore civilian infrastructures including housing, schools, and water and heating mains have already been brought to Luhansk.
