Quote: "Russian media outlets are reporting that Sergey Kiriyenko, Deputy Chief of Staff of the Presidential Administration of Russia, has arrived in Kherson to prepare for the ‘referendum’. In addition, he is planning to launch a ‘Leaders of Revival’ competition in Kherson. The aim of the contest is to ‘form the region’s new elite’."

Details: Some sources reported on 21 September that Kiriyenko, who is responsible for internal policy in the Kremlin, had apparently arrived in Kherson to prepare for the referendum despite the "tense and complicated frontline situation in Kherson Oblast".

Propagandists claimed that Kiriyenko had personally travelled to the administrative centre of the "future Russian region" to launch a "Leaders of Revival" contest there in order to form "the new regional elite".

He apparently discussed preparations for the "referendum" at a meeting with local officials.

Background: Kiriyenko has already visited the occupied area of Kherson Oblast this summer.

On 23 September the occupiers began to hold illegal sham referendums in the occupied areas of Kherson, Zaporizhzhia, Donetsk and Luhansk oblasts on whether the occupied territories should be "integrated" into Russia.
