Russian occupation authorities extend evacuation in Kherson Oblast

Volodymyr Saldo, the Russian-appointed puppet governor of Kherson Oblast, has announced that Russian occupation authorities will extend the territory where the "evacuation" of civilians will take place. He has alleged that such a measure was necessary in light of the possibility that the Armed Forces of Ukraine might use "prohibited methods of warfare."

Details: Saldo falsely claimed that Kherson Oblast might be flooded as a result of an attack on the Kakhovka Dam by the Ukrainian Armed Forces.

He said that this makes it necessary to extend the "evacuation zone" by an additional 15 kilometres from the River Dnipro to cover towns and villages in the Nova Kakhovka, Hola Prystan, Oleshkine, Kakhovka, Hornostaivka, Velyka Lepetykha and Verkhnii Rohachyk municipal districts.

Saldo argued that this would allow the occupation forces to "create a echeloned defence, which will make it possible to repel the attack of Ukrainian armed groups."

Saldo promised that Russia would pay 100,000 roubles and issue housing certificates to those who agree to evacuate.

Background:

  • On 19 October, Saldo announced that the occupation authorities in Kherson Oblast had decided to move to the left bank of the River Dnipro due to the alleged preparation of a counteroffensive by Ukrainian Armed Forces.
  • The Ukrainian military has a window of opportunity to make gains against Russia’s army over the next six weeks, according to American intelligence assessments.
