Kremlin talks about goals of special operation again, but wants long-lasting peace

The word "negotiations" has become more common in Russia’s information space of late.

The Kremlin has even admitted that its attacks on Ukraine's infrastructure are an attempt to force Zelenskyy to negotiate.

Alexander Lukashenko, the self-proclaimed president of Belarus who supports Putin's policies and constantly broadcasts his narratives, has also spoken about the need for negotiations.

A closed survey in Russia has even revealed that the percentage of Russians who are in favour of peace talks with Ukraine has risen sharply in recent months. Now, about 55% of Russian citizens are in favour of negotiations.

Russia does not want to consider the temporarily occupied Autonomous Republic of Crimea, the occupied territories of the Donetsk and Luhansk oblasts and the separate territories of Kherson and Zaporizhzhia Oblasts in any negotiations. The invaders probably hoped that they would be able to break the Ukrainians by depriving them of electricity and heating. The aggressor thought Ukrainians would put pressure on their government to agree to negotiations under such conditions.

But Ukraine does not agree to negotiate on Russia's terms, and Ukrainians are not out protesting because of the lack of electricity.

Apparently, because of this, the aggressor country has now decided to change its tactics in the matter of negotiations.

Background:

  • Davyd Arakhamiia, Head of the Sluha Narodu (Servant of the People) parliamentary faction and former head of the negotiating group with the Russian Federation, has put forward conditions for possible negotiations on security guarantees for Russia. All Russia has to do is to leave the territory of Ukraine, pay reparations, punish all war criminals and voluntarily give up nuclear weapons.
  • US President Joe Biden said that he has no intention of talking to his Russian counterpart, Vladimir Putin, at the moment, but he is ready to do so if he shows genuine interest in ending the war he started in Ukraine, namely if he withdraws his troops from Ukraine.
  • Peskov replied that the Kremlin is not prepared to accept the conditions for negotiations with Washington which were announced by US President Joe Biden on 1 December; Russia does not plan to withdraw its troops from the territory of Ukraine.
  • Ukrainian President Volodymyr Zelenskyy outlined 10 proposals that comprise Ukraine’s "formula for peace" in his video address to the G20 summit in Bali.
  • The Ukrainian authorities have repeatedly emphasised that a transition to the stage of diplomatic negotiations is only possible on condition that Russian troops withdraw beyond the borders of Ukraine as they were established in 1991.
  • Russia’s Foreign Ministry has stated that Russia "does not accept the preconditions for starting negotiations regarding Ukraine", particularly the requirement to withdraw Russian troops.
