President Volodymyr Zelenskyy stresses that there will be more attacks carried out by Russian forces on Ukrainian energy facilities as winter approaches and calls on local authorities, energy companies and telecom operators to prepare for this.

Quote: "We must be aware that there will be more such Russian attacks (as on Sunday in Kherson) with the approach of winter. More on [power] generation facilities, on the network. You have to be prepared for that.
We have strengthened air defence as much as possible, as much as we can in the current conditions. And we agree with partners on such steps in protection that have not been previously applied.
But, in addition, much will depend on the readiness of local authorities, in particular in cities, on the preparatory work of energy companies and telecom operators. Everyone must do their part of the protective work so that the Russian terror does not stop Ukraine this winter, just as on the battlefield in all areas we must be as stable and strong as possible."
- On 6 October, Volodymyr Zelenskyy said that Ukraine is fully aware of the danger that Russia can pose this winter, once again targeting the country’s energy infrastructure.
- UK Defence Intelligence suggested that Russia has not launched missile strikes on Ukraine for three weeks due to the fact that the Russian Air Force is waiting for more missiles.
- On 13 October, Zelenskyy reported that some states had agreed to supply Ukraine with air defence systems for the winter period.
- On 14 October, Zelenskyy said the world knows what Russia is gearing up to do in Ukraine, and promised that Ukraine will respond in full force.
