The National Agency on Corruption Prevention (NACP) has opened access to the Unified State Register of Declarations of Persons Authorised to Perform Functions of the State or Local Self-Government.

Quote: "On 10 December 2023, the National Agency on Corruption Prevention complied with the requirements of Law No. 3384-IX adopted by the Verkhovna Rada of Ukraine (the Ukrainian Parliament – ed.) and provided open round-the-clock access to the Unified State Register of Declarations of Persons Authorised to Perform Functions of the State or Local Self-Government, taking into account the security measures set out in paragraphs 2-11 of the Final Provisions of the Law of Ukraine On Prevention of Corruption.

If you do not find a certain person's declaration in the Register, it means that the NACP has received a request to remove it from public access."

Details: The NACP explained that the removal of documents from the public part of the Register of Declarations is possible even after its launch before the end or lifting of martial law in Ukraine, but in this case they will remain publicly available for some time.

"Full public access to the Register will be provided by the NACP after the end or cancelling of the martial law in Ukraine," the statement said.

Background:

  • On 5 September, the Verkhovna Rada adopted draft law no. 9534 on the restoration of electronic declarations for public officials, but the register will only be launched in one year’s time.
  • On 12 September, President Volodymyr Zelenskyy vetoed the law restoring mandatory electronic declaration of officials' income and property, which kept the register closed for another year.
  • On 20 September, the Verkhovna Rada approved an amended law on the restoration of electronic declarations.
  • On 10 October, President Volodymyr Zelenskyy signed bill No. 9534, which provides for the return of electronic declaration for officials and public access to these declarations.
