Ukraine and Poland agree on action plan to unblock border

Representatives of the Ministry of Infrastructure of Poland and the Ukrainian Ministry of Development of Communities, Territories and Infrastructure agreed on an action plan to unblock the border during a meeting in Kyiv on 22 December.

Details: The meeting was attended by Serhii Derkach and Yurii Vaskov, the deputy ministers for development of communities, territories and infrastructure of Ukraine, as well as Paweł Gancarz, the newly-appointed deputy minister of infrastructure of Poland.

It was a continuation of the negotiations of Oleksandr Kubrakov, Deputy Prime Minister for the Reconstruction of Ukraine, and Dariusz Klimczak, the new minister of infrastructure of Poland, in Warsaw.

Quote: "The key result of the meeting is the agreement of common positions to unblock the border. The parties reached an agreement on compromise solutions and their implementation," the statement said.

The officials stressed that changes to the current agreement on the liberalisation of freight traffic, which is required by Polish carriers, are not discussed.

"The next stage is negotiations at the level of the Polish Ministry of Infrastructure and protesters," the ministry added, thanking Warsaw for its readiness for dialogue and work on resolving the blockade.

After the negotiations, Gancarz himself said that the unlocking of the border could happen by Christmas.

Background:

  • The blockade by Polish hauliers has been ongoing since 6 November. On Monday, 18 December, the hauliers resumed the blockade of the Dorohusk-Yahodyn checkpoint after it was temporarily halted due to a ban by local authorities.
  • Among other things, the hauliers demand the reintroduction of commercial permits for Ukrainian companies for transporting freight with the exception of humanitarian aid and supplies for the Ukrainian military.
