Ukrainian ombudsman says 1,000-for-1,000 prisoner exchange stalled because of Russia's stance
Dmytro Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, has said that the Ukrainian negotiating team had long since submitted the lists for the planned prisoner exchange, but Russia is dragging its feet while accusing Ukraine of causing the hold-up.

Details: Lubinets added that Ukraine had fulfilled all of its obligations: the lists have been handed over and the negotiating team has completed all the steps required. The decision now rests with Russia, but Moscow is dragging out the process and attempting to manipulate the situation.
