Sweden backs opening of all remaining EU accession clusters for Ukraine and Moldova in July

The remaining five negotiating clusters for Ukraine and Moldova should be opened at the next meeting of the EU General Affairs Council in July 2026.

Details: Sweden wants the remaining five negotiating clusters for Ukraine and Moldova to be opened in July.
Quote: "Yesterday was a historic day when we formally launched the negotiations with Ukraine and Moldova. These countries have done impressive reform work despite ongoing war, despite Russian interference in election processes … Now we need to also open the remaining clusters as soon as possible."
Details: Rosencrantz welcomed the fact that Hungary had ultimately dropped its veto.
"We [will] meet for the next time in July. That would be a good opportunity to also open [the] next clusters," the minister added.
Background:
- The remaining five clusters in Ukraine's EU accession negotiations could be opened on 14 July during the next meeting of the EU General Affairs Council, with a provisional informal agreement already in place among EU member states.
- On Monday 15 June, during the second EU Intergovernmental Conference in Luxembourg, the EU officially announced the launch of negotiations with Kyiv under the first negotiating cluster, formally marking the start of Ukraine's EU accession talks.
- The Cypriot presidency officially handed Ukraine the interim and final negotiating benchmarks in the form of the EU's common negotiating position on the conditions for accession.
- Taras Kachka, Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration, said he is confident that EU member states will unanimously support the opening of the remaining five negotiating clusters with Ukraine.
