Oleksandr Chalyi - representative of the Ukraine delegation in its negotiations with Russia clarified what security guarantees is Ukraine aiming for and what they mean for the future of the country, if  ratified.

Source: Chalyi in an interview fro Ukrainian media.

Quote: "For us the key word is "security guarantees''. This is what we are hoping to get inside of the framework of a diplomatic settlement regarding the consequences of Russia's aggression and territorial integrity and security of Ukraine.

These guarantees - we have made them as clear as possible - should be (enshrined) explicitly in clear legislative form and be binding in nature. They should be ratified, and then accepted, by the parliaments of the guaranteeing countries"

Details:  He reminded that Ukraine already has negative experience with the implementation of the Budapest memorandum... When Kyiv agreed to it "all was clear", but following that the guaranteeing countries simply stated that these were just political settlements and were non-binding and specific in nature.

Quote: "This is why now we aim for guarantees  that have a clear legislative definition and contain within them specific actions.

I have previously explained that these guarantees are in their nature and format analogous to NATO's Article 5. We aim for a situation in which if Ukraine becomes the subject of foreign aggression, incursion or "special military operation", Ukraine will be able to hold urgent consultations within three days.

If those consultations do not result in a diplomatic solution, the guaranteeing countries will be on individual or, I want to stress this, collective basis  bound to assist Ukraine in any way possible, including a no-fly zone, military aid or by direct deployment of troops.

This will de facto give us the same safety guarantees that we would have if we were a NATO member country.

...Based on the current situation we as well as president Zelenskyy are looking for an approach that will allow us to reach our goal and in the future have security guarantees that would be analogous to a NATO membership".
