Kharkiv Oblast State Administration building destroyed by Russian missiles is mothballed

Conservation work has been carried out in the building of the Kharkiv Oblast State Administration, which was hit by two Russian missiles on 1 March. The future fate of the building is to be decided later.

Quote from Syniehubov: "Now we can talk about preserving what can be preserved. Therefore, we have taken a number of conservation measures to prevent further destruction, given possible rain and snowfall and the fact that there is no roof or windows. Next we will do an expert examination, we will do a project.

Our main goal is to preserve the historical value of this building, its facade. And at the same time, we realise that inside, we will need to build an entirely new building using modern technology, because the structure has been very badly damaged and the monolithic part needs to be made completely new inside."

Background:

  • On 1 March 2022, the Oblast State Administration (House of Councils) on Sumska Street in Kharkiv was hit by two Russian missiles. Representatives of the territorial defence, military personnel and volunteers were in the building at the time of the explosions. It took more than three weeks to clear away the rubble. 
  • On 1 April, Oleh Syniehubov, Head of the Kharkiv Oblast Military Administration, said that the final number of casualties of the Russian missile strike was 29 people.
  • In June, Syniehubov told the media that according to experts, the building could not be restored.
  • The House of Councils in Kharkiv is an architectural landmark. The building housed structural divisions of the Oblast Council, the Oblast State Administration, and some departments of Kharkiv City Council.
