Details: At the same time, Mishustin complained about unfavourable conditions in which the workers carried out the activity. Among the conditions are unfavourable weather, combat activity, and the mined surroundings.

Nevertheless, says Mishustin, it is necessary "to create the conditions for the placement of military units as soon as possible".

The premier also mentioned the necessity of daily replenishment of military equipment so that Russian forces have everything they need to wage war.

Background: In November 2022, Viachieslav Gladkov, governor of Belgorod Oblast, announced that a defensive "cut line" was being built in the area and that preparations for a potential "attack" from the Ukrainian side were underway.
