The General Staff has a need. It knows the required number of drivers, gunners, operators, artillerists and snipers. The General Staff determines the tasks of the military enlistment offices, including the plan and categories of specialists.

The Ministry of Defence only exercises control and dreams of turning a paper mash-up into a digitised product. We have this product; it has been developed. We simply need more time to implement it fully. This will be one of Vitaliy's [Deyneha, the newly appointed Deputy Minister of Defence – ed.] challenges."

Background: Colonel Ruslan Muzychuk, spokesman for the National Guard, explained that the planned mobilisation and creation of voluntary assault brigades known as the Offensive Guard are aimed at, first and foremost, creating reserves and assault units and ensuring the possibility of military rotation for carrying out missions related to the defence of the country.
