Ukraine's Defence Minister appoints Armed Forces' logistics manager

Ukrainian Defence Minister Oleksii Reznikov has appointed Crimean Tatar public figure Arsen Zhumadilov as head of the Armed Forces Resource Support Agency.

Details: Currently, the Agency exists only on paper. A three-year contract has been signed with Zhumadilov.

Quote: "Do not rush to congratulate me. I hope you will congratulate me in three years, when I summarise the results of the contract, when the country will have a systematic solution for the provision of the army, and the state will have another well-functioning institution."

First of all, the Ministry is to submit a draft resolution to the government, by which the latter should designate the Agency as the responsible executor of the budget programme.

"We planned to adopt it in early July, but the speed of movement of draft documents in the ministry's jungle sometimes drops to negative values," Zhumadilov posted.

The main strategic challenge, he said, is to rethink the function of logistics for the needs of the Armed Forces from "procured and delivered" to "met the needs of our military".

This means not only corruption-free tenders (this is "basic hygiene", so to speak, a condition without which there is no point in continuing anything), but also clear forecasting and planning, quality policy and its control during reception of goods, distribution and access to proper supplies for the military, system stability regardless of personnel and resilience to shocks.

Background: This newly-created agency is to start purchasing ammunition, fuel, food and other resources needed for the army in autumn.

Arsen Zhumadilov is a public official and Crimean Tatar public figure. He is a senior lecturer at the Department of Political Science at the National University of Kyiv-Mohyla Academy. He has extensive experience in developing state institutions and reforming public procurement. He was the first person to be selected as the head of the Medical Procurement of Ukraine state company.

In April 2023, he headed the defence procurement reform team within the Defence Procurement Support Office at the Ministry of Defence of Ukraine.
